Pennsylvania Association of Community Bankers President and CEO Kevin Shivers has announced John Basial has recently joined the organization as its chief of government relations and policy. He will serve as a policy advocate at the state and federal levels for PACB and its community banks to ensure these institutions remain independent, profitable, and strong. Basial will also be responsible for monitoring legislative and regulatory action, determining effects on community banks and their consumers, and work with PACB and community bank leadership in strategic outreach and advocacy. Prior to his arrival at PACB, Basial served as deputy director of legislative affairs for the Pennsylvania Bar Association. Prior to that, he was the government relations manager for the Pennsylvania Dental Association, where he developed a grassroots advocacy network and increased political action committee (PAC) contributions by 30 percent. Basial has substantial legal experience, previously serving as a trial judge clerk, a prosecutor in the Allegheny County (Pennsylvania) District Attorney's office, and as a private practice attorney. His legal experience includes his work with the Pennsylvania state Senate, where he was deputy general counsel for two majority leaders and two other state senators, and as counsel to the Pennsylvania state Senate Communications and Technology Committee. Basial is a graduate of Duquesne University, where he earned both his bachelor's and juris doctor degrees. “It’s a pleasure to have John join our team at PACB, where his legal and legislative experience will certainly be an invaluable asset to our advocacy efforts in Pennsylvania and in Washington, D.C. to continue to raise the organization’s visibility and advocate for community banks across our great Commonwealth.”
